Board of Directors

Board Members for 2018 are as follows:

Calvet Shelley – President

Calvet Shelley is the current President of Harris County MUD 148 Board of Directors. He has served on the Board for over 16 years. As President, he has overseen over 8 million dollars in grants for the new wastewater treatment plant, surface water improvements and additional recreational facilities within the district.

Calvet has been directly involved with building bridges that provide a safe route for children to walk to school, development of the administrative building, as well as the new park and recreational area. He was also involved in initiatives to attract new commercial developments which helped reduce tax rates to District residents.

Calvet holds a Master’s Certificate in Law Enforcement and began serving the community as a Harris County Deputy Constable, from which he honorably retired after 30 years of service. Calvet is also a 33° Master Mason.

Charles Randle – Vice President

Charles Randle is the current Vice President of Harris County MUD 148 Board of Directors, a 42-year resident of the District, and has served on the Board for over 13 years. Some of his contributions include the new bridge allowing District children to reach school by foot and attracting commercial development to help lower the tax burden to residents. Charles has also worked to complete the Park and Recreation area as well as the basketball pavilion in Greensbrook Section 1.

In addition to holding both a B.S. Degree in Public Affairs/Administration of Justice from TSU and an Associate of Arts Degree in Business Administration from Houston Community College, Charles is also a Vietnam vet, a retired Master Sergeant in the U.S. Army, and is a member of the U.S. Coast Guard Auxiliary.

Charles holds a Master’s Certificate in Law Enforcement and is a retired Sergeant and served Harris County Constable’s Office Pct. 7.

Bobby J. Roberson – Secretary

Bobby Roberson is the current Secretary of the Harris County MUD 148 Board of Directors. He has a Bachelor's Degree in Political Science and is a member of Omega Psi Phi Fraternity. Bobby is a former Managing Partner of Firestone Auto Service Center, and is Deacon & Finance Manager at Willing Workers Baptist Church.

He has served MUD 148 in various capacities for 19 years, and contacted and convinced Harris County officials to provide additional resources and services to the community during Hurricane Harvey.

Director Roberson is committed to ensuring that residents have a voice in their community and that they are heard.

Larry Cannon – Treasurer

Larry Cannon is the current Treasurer of the Harris County MUD 148 Board of Directors. He has served on the board for over 30 years. As the longest standing board member for the Harris County MUD 148, he is proud of the way the District has developed and grown. He has been closely involved in the process of attracting more commercial development to the District, seeing lower tax rates for the residents, and promoting growth for the area.

Larry is a local business owner of a commercial HVAC company that specializes in both offshore and plant operations for 34 years.

He is a Vietnam Veteran and is also a deacon of 30 years at his local church. Today, Larry and his son take an active role in volunteering and sponsoring several little league football and softball teams within the community.

Jackie McConnell – Asst. Secretary

Jackie McConnell is the current Assistant Secretary of Harris County MUD 148 Board of Directors. She has served on the board for five years. Jackie decided to serve on the Board of Directors as a way to further recreational growth and development within the community.

Jackie has participated in several improvements for the District, but she is especially proud of the playground development, which provides fun for children of the District. Jackie has also served the community in many capacities beyond her position on the Board. As a resident, she has volunteered and helped with multiple events including 3-on-3 basketball, the Street Olympics, and Feed the Kids.

Jackie is the mother of a teenage son, a Boy Scout Troop Merit Badge Counselor, and has been a District resident for 12 years. She enjoys staying informed and working with the residents in the community to further improve quality of life and recreational features for all.
